Thank you for your interest in the Stark County Land Reutilization Corporation (SCLRC), which is informally known as the “Stark County Land Bank”. One of over 56 county land banks in Ohio, the SCLRC spends much of its efforts on the revitalization of tax delinquent, vacant and abandoned property.
Through its programs and partnerships, the SCLRC has helped return over 800 properties and counting back into productive use!

Side Lot Program
The purpose of the Side Lot Program is to turn tax delinquent, vacant lots into well-maintained, tax producing properties by making them available to qualified contiguous property owners. The Side Lot Program has been available since 2013 to improve neighborhoods and to enable property owners to expand the size of their yards and increase the overall value of their properties.
If you are interested in purchasing an abandoned empty lot beside your property for only $100, you may qualify!
Vacant Lot
For the assessed value of the property + an administration fee, an interested buyer could apply for a tax delinquent, vacant lot through this program. Although similar to the Side Lot Program in nature, the Vacant Lot Program has different qualifications and pricing.
Targeted Acquisition Assistance
The Targeted Acquisition Assistance Program (TAAP) aims to support Stark County cities, villages, townships, or non-profit organizations in the strategic acquisition and transfer of vacant or abandoned property to facilitate community & redevelopment projects. The SCLRC has transferred properties through TAAP for land assemblage, redevelopment projects, rehab, demolition, and new-construction.
Demolition Assistance
The Demolition Assistance Program (DAP) is available to Stark County cities, villages, townships and qualified non-profit organizations to facilitate in the demolition of property that is beyond repair or rehabilitation, by providing a reimbursement of matched funding up to 50% of hard-demolition costs of the project. Cities, villages, townships must either own the property or have completed the proper legal authority in order to demolish the structure.

What is the SCLRC
The Stark County Land Reutilization Corporation (SCLRC) or informally called the “Stark County Land Bank” is a community improvement corporation that’s mission is to help reclaim and remediate vacant, abandoned, blighted properties across Stark County and return them to a productive and tax-paying use.
A: The SCLRC offers various programs that are aimed to assist in the acquisition and repurposing of property. Depending on the exposure of the property you are interested in, the SCLRC may have a program to help you. You are encouraged to contact us and we can discuss our available options with you.
A: Yes! The SCLRC has been operating its “Side Lot Program” since 2013 which allows neighboring property owners the opportunity to apply for and acquire a vacant and abandoned lot contiguous to their own property for future use as an extension of their yard, a place for a garden, etc. The application is available for download here.
A: Every application’s processing time varies, but on average you should expect at least 60 days for your application to be reviewed. Once your application has been approved, it could take at least 6 months or more for the SCLRC to acquire title to the lot and to be able to complete a transfer to you.
A: Yes, the SCLRC’s Vacant Lot program was created to assist qualified non-contiguous applicants in acquiring tax delinquent vacant land for an approved use. The application is available for download here.
A: Unfortunately, the SCLRC does not maintain a list of ‘vacant’ properties within Stark County. Properties owned by the SCLRC can be found on the County Auditor’s search records.
