Q: What is the SCLRC?

A: The Stark County Land Reutilization Corporation (SCLRC) or informally called the “Stark County Land Bank” is a community improvement corporation that’s mission is to help reclaim and remediate vacant/abandoned/blighted properties across Stark County and return them to a productive and tax-paying use.

Q: How do I purchase property from the SCLRC?

A: The SCLRC offers various programs that are aimed to assist in the acquisition and repurposing of property. Depending on the exposure of the property you are interested in, the SCLRC may have a program to help you. You are encouraged to contact us and we can discuss our available options with you.

Q: Can the SCLRC help me acquire the empty lot beside my home?

A: Yes! The SCLRC has been operating its “Side Lot Program” since 2013 which allows neighboring property owners the opportunity to apply for and acquire a vacant and abandoned lot contiguous to their own property for future use as an extension of their yard, a place for a garden, etc. The application is available for download here.

Q: How long does it take to process my Side Lot application?

A: Every application’s processing time varies, but on average you should expect at least 60-90 days for your application to be reviewed. Once your application has been approved, it could take at least 6-12 months for the SCLRC to acquire title to the lot and to be able to complete a transfer to you.

Q: Can I acquire an empty lot not contiguous to a property I own?

A: Yes, the SCLRC’s Vacant Lot program was created to assist qualified non-contiguous applicants in acquiring tax delinquent vacant land for an approved use. The application is available for download here.

Q: Can I donate my property to SCLRC?

A: The SCLRC may receive properties donated by individuals, non-profits, for-profit corporations and governmental entities.

Q: Do you have a list of vacant properties in the County?

A: Unfortunately, the SCLRC does not maintain a list of ‘vacant’ properties within Stark County. Properties owned by the SCLRC can be found on the County Auditor’s search records.

Q: I recently purchased a lot from the SCLRC and have a question about the tax bill I received. Who can help me?

A: The County Treasurer’s office is responsible for the collection of real estate taxes. You may contact their office at (330) 451-7814 with questions concerning the bill you received.
