The SCLRC offers three (3) programs aimed towards acquiring tax delinquent, vacant and abandoned property, cleaning the title, and transfer the property into new ownership for a productive use.
Applicants can apply through one of our three programs:

Side Lot Program (2013)

Available to qualified contiguous property owners who wish to extend the size of their yard. Only vacant lots are available through this program.

Targeted Acquisition Assistance Program (TAAP) (2017)

Available to Stark County cities, villages and townships or qualified non-profits applicants to assist with the strategic acquisition of blighted, vacant, or abandoned properties to facilitate community & redevelopment projects.

Vacant Lot Program (2015)

Available to qualified non-contiguous applicants who wish to acquire tax delinquent property in the County for an approved use. Only vacant lots are available through this program.

In addition to property acquisition activities,
the SCLRC is currently undertaking other activities to remove blight.

Demolition Assistance Program (DAP)

Available to political subdivisions and qualified non-profit organizations which offers reimbursement of matched funding up to 50% of hard-costs of a demolition project.

Brownfield / Gas Station Remediation

The SCLRC received grant funding from Ohio Development Services Agency (ODSA) in order to assess and remediate two abandoned gas stations.

Side Lot Program

The purpose of the Side Lot Program is to turn tax, delinquent vacant lots into well-maintained tax producing properties by making them available to qualified contiguous property owners. The Side Lot Program has been available since 2013 to improve neighborhoods and to enable property owners to expand the size of their yards and increase the overall value of their properties.

If you are interested in purchasing an abandoned empty lot beside your property for only $100, you may qualify!

Vacant Lot Program

For the assessed value of the property + an administration fee, an interested buyer could apply for a tax delinquent, vacant lot through this program. Although similar to the Side Lot Program in nature, the Vacant Lot Program has different qualifications and pricing.

Targeted Acquisition Assistance Program

The Targeted Acquisition Assistance Program (TAAP) aims to support Stark County cities, villages, townships, or non-profit organizations in the strategic acquisition and transfer of vacant or abandoned property to facilitate community & redevelopment projects. The SCLRC has transferred properties through TAAP for land assemblage, redevelopment projects, rehab, demolition, and new-construction.

Demolition Assistance Program

The Demolition Assistance Program (DAP) is available to Stark County cities, villages, townships and qualified non-profit organizations to facilitate in the demolition of property that is beyond repair or rehabilitation, by providing a reimbursement of matched funding up to 50% of hard-demolition costs of the project. Cities, villages, townships must either own the property or have completed the proper legal authority in order to
demolish the structure.

Brownfield Remediation & Abandoned Gas Station Clean Up

The SCLRC has been awarded funds from the Abandoned Gas Station Cleanup Grant administered out of the Ohio Development Services Agency (ODSA) in order to assess and remediate 2 abandoned “Starfire” gas stations. After all testing and necessary clean up work (such as asbestos abatement, demolition of structures and canopies, tank pulls, soil excavation, etc.) is complete and once a property receives a clean bill of health, it becomes available for redevelopment. The Land Bank may take on additional projects, if future funding can be obtained for the clean up of other brownfield or BUSTR Class C sites in Stark County.
